about 7 years ago I created a wallet and stored a seed phrase (29 words). How to restore if it now requires a new seed phrase of 12 words?

I assume you are trying to restore your wallet in the new walletd software.
walletd is currently only available for the testnet, so if you want to access your coins, your best bet would be Sia Central Lite Wallet (https://wallet.siacentral.com). This is a web wallet created by Nate who is now the President of Sia Foundation.
