You need to differentiate between pool hashrate and network hashrate. If a pool A hashrate decrease, miner may only be switching to other pools, causing the hashrate of other pool to increase. Network hashrate is what determines the difficulty of the network.

Network hashrate=sum of hashrate of all pools&solo miners.

As you can see here click here, the difficulty is fairly constant now because the hashrate is fairly constant. Therefore, your claim is untrue.
