Yes, 8 processes for me, not sure what it is used for but normal.
If you are syncing the blockchain, you need to download and verify all the blocks downloaded, thus the high CPU and disk I/O.

Do I get any optimization(cost reduction) on the blockchain side if I decide to upload a folder instead of uploading each file of the same folder?

I don't think folder will save you any cost. Files smaller than 40MiB/40MB (I forgot what is the size of the chunks, 40MB or 40MiB, maybe you can check the code or ask on discord to make sure) will be padded to 40MiB/40MB before uploaded. So, if you want to upload a 1MB file, you will need to upload 40MB/MiB*3(redundancy)=120MB/MiB. So you end up using a lot of spaces if you upload small files.
