If you cannot find the TXID on the block explorer, the problem is on the exchange which are sending the coin. Contact them to resolve your issue.

@SandBlock today, problem has solved by Richie and Brian (Bittrex's dev) after I mentioned it on their Twitter account.

At least, Sia transfer is faster than usual.
