Can folders be stopped?

Would it be possible to stop a folder instead of just deleting it? This would make drive maintenance easier, for instance if a drive started to develop faults or is going to be retired or changed, it could be stopped in advance and then safely removed with no data or collateral loss. Is it something that would be easy to build into the code?
