Why sleeping 60 seconds between forming the contracts

Hello everyone!

When a renter forms contracts with multiple hosts, there is a 60 seconds delay between forming contracts with different hosts. The source says "sleep between forming each contract to alleviate potential block propagation issues", but I am still not quite clear about the reason. Can anyone explain it in detail? Thanks!
