What will happen if the port 9982 is banned by ISP

Since File Sharing will become a killer feature in the near future. It's expected to have some illegal or improper files stored on Sia. So, if a government would like to stop some files from sharing, an easy way it can do is to stop all the sia traffic by banning the Sia port (e.g.: 9982).
So my questions are as follow:
- What will happen if the port 9982 is banned widely? Will my data be lost in that condition?
- If the port is not fixed. Is it possible for ISP to sniff all the Sia network traffic and ban it?
- What if NSA / CIA / FBI ask Nebulous to delete some illegal files?

The host could just change the port to any port you wanted. It's unlikely that the government could get a warrant for data that they can't even prove exists. It would take the NSA 10 decades to even read the file.

@sc Its hard/ impossibleto tell whats illegal if it is encrypted and then sharded across the world on different nodes. Unlikely scenario.
