Absolute Rookie Miner

Can someone explain this to me, my google fu has been weak because I'm lacking the base info I need just to be able to make sense of the help threads......
I have downloaded sia-gpu-miner and Sia-UI-v1.2.1 - I get error 404 when I try to run it......
I have found the threads that detail setup, but I don't know where these commands are entered.......
Can someone give me painfully foolproof instruction, or point me in the right direction to get my fundamentals squared away?
