Sia UI 1.3.1 Won't Load

Hoping for some help. My Sia UI has never loaded properly (1.3.0 and 1.3.1) and I've tried all the suggested steps in other threads and websites, deleted the %appdata% stuff etc.

When I open Sia-UI I get a critical error (Error: spawn UNKNOWN) - http://i65.tinypic.com/21l3hxv.jpg

I'm running on Windows 10 Enterprise Version 1709 on a non-administrator account.

I've disabled all anti-virus and firewalls as well as the new built in anti-exploit options.
I've set Sia-UI.exe and siac.exe and siad.exe to run as administrator

It still won't work.

I've also run siad.exe from elevated command prompt which re-created the 6/6 folders and re-downloaded the full consensus and transactionpool db's.

During siad.exe I do get this error in the command prompt:

Any ideas?

Make sure you are using v1.3.1.
Can you quit siad completely and try to delete the host folder in the roaming directory for sia?
