Host crash what is with locked collateral? And the different risked collateral

Hello,

My Sia host was crashed. No I setup Sia from the scratch and recover my walet with my seed. Now all my locked collateral is gone I can not see it when I use the command hist-v

1. Ist the locked collateral lost?
2. Or is only the risked collateral lost?
   3.Will I evee get the locked collateral back?
